Where to get Red Card in LBA1 ? I found one man who was locked in house, and he tells, that he will give me card if i'll speak to his brother. But in what city and where can i found this man? I realy need this Red Card to grab Museum

He's in the prison on Principal Island.  Head towards the Library, and then go South.  You'll run across the area where the prisonner is.  He's the first prisonner you see when heading South in the new area South of the library.
